As a result of the intervention of the respective projects the emission reduction should be quantifiable. The word 'emission' covers all GHG, noise, heat, and radiation. Furthermore reducing emission and particularly GHG emission contribute to climate change mitigation.

For all projects containing activities to shape the financing landscape in the construction sector. This covers public and private financing mechanism.

For all projects that are involving the community and/or encouraging the community to demand improvements and mitigate the negative impacts of urbanisation. In addition projects shall activly support the communication amongst the community as well as encouraging participation.

For all projects that are targeting the efficient use of energy. This includes electricity, heat and other energies as well as other resources such as water.

For all projects that are introducing new business models or contributing to the norms, standards and regulation to support the implementation of business models. This includes ESCO models or PPP.

For all projects that supporting Mongolia to collect data on emissions, mitigation actions and support, to compile this information in reports and inventories, and to subject these to some form of international review or analysis.

For all projects that provide capacity building measures to individual and/or strenghten an organisation.
